Experience

Attorney Elizabeth Corbo has nearly 10 years of experience representing municipalities and other public sector employers in municipal law, employment litigation, and labor law. In the municipal law area, she assists clients with a variety of issues, including town meetings, municipal charters and by-laws, conflict of interests, public records, the Open Meeting Law, and municipal finance. Attorney Corbo also counsels clients in work-related claims, such as employment discrimination, sexual harassment and wrongful termination and has extensive experience litigating in state and federal courts and administrative forums. She advises clients on a full range of employment issues, including reviewing employment policies, conducting internal investigations and providing guidance on leave policies, accommodation issues, union bargaining obligations, criminal record (CORI) checks, hiring procedures, employee discipline, and employee benefits. Additionally, she is well versed in labor law and has represented clients before the Labor Relations Commission and Civil Service Commission, as well as in arbitration proceedings and during collective bargaining negotiations. Prior to joining the firm, Attorney Corbo investigated discrimination complaints as an attorney with the Massachusetts Commission Against Discrimination (MCAD).

Attorney Corbo also specializes in school law, including advising superintendents and school committees on special education, employment and labor matters, contract negotiations, residency issues and discipline of students and teachers. Her special education experience includes litigating issues involving the IDEA and Section 504, discipline of special education students, team meetings, behavioral assessments, IEPs and manifestation determinations.

Representative Matters

  • Drafting employee leave policies, including internet policies, vacation, sick, maternity and Family Medical Leave Act.
  • Successfully overturned an arbitrator’s award regarding a minimum manning grievance by pursuing an appeal pursuant to G.L. c. 30A.
  • Successfully moved for dismissal of complaint pursuant to the SLAPP statute resulting in award of costs and fees for client.
  • Conducted teacher negotiations for a public school district using a collaborative bargaining process and traditional negotiations for the cafeteria and custodian unions. Researched comparable communities and completed an in-depth salary comparison to assist in the formation of a fair wage proposal.
  • Advising and defending superintendents and school committees on union issues and complaints, including grievances and unfair labor practices. Representing school administrations during grievance hearings, arbitrations and unfair labor practices.
