Experience

Attorney Laura Pawle’s practice focuses on general municipal law, including town meetings, municipal charters and by-laws, conflict of interests, public records, the Open Meeting Law, municipal finance, real estate, and land use, with a specialization in affordable housing. She counsels municipalities on all aspects of real estate transactions, including drafting, negotiating and reviewing purchase and sale agreements, deeds, leases, easements, licenses, conservation and preservation restrictions, condominium documents and loan documents; she advises in the development of local affordable housing policies, drafts affordable housing restrictions and comprehensive permit decisions; she provides counsel with comprehensive permit hearings; she represents municipalities in all aspects of developing or financing affordable housing projects.

Prior to joining the firm, Attorney Pawle was an associate at a mid-sized Boston law firm specializing in real estate. Her experience included representing a housing and community development agency in closing loans to developers for construction of affordable rental and homeowner dwellings; representing an insurance company in the on-going leasing of its 1.5 million square feet of office and industrial space; representing a housing investment company in closing equity investments in federal low income housing tax credit projects; and representing first-time home buyers in residential acquisitions. She also had experience in retail leasing, waterfront permitting and financing.

Representative Matters

  • Assisted the Townsend Water Department with the investigation and acquisition of the real and personal property of a private water company.
  • Assisted the Town of Provincetown with the acquisition of land for affordable housing development, including negotiating an agreement for remediation of hazardous materials and resolution of an abutter’s adverse possession claim.
  • Assisted in drafting conservation, historic preservation and affordable housing restrictions for real estate purchased with Community Preservation Fund monies in numerous communities.
