Experience
Attorney Matthew Kirouac’s practice focuses on general municipal, construction, and contracts law. In this capacity, he provides counsel to municipalities on procurement issues, and represents municipalities in construction disputes before the Superior Court and the Office of the Attorney General; drafts and negotiates contracts for construction, designer and engineering services; drafts and reviews invitations to bid, requests for proposals and related documents. Attorney Kirouac also assists clients with a variety of general municipal law issues, including town meetings, municipal charters and by-laws, conflict of interests, public records, the Open Meeting Law, and municipal finance.
Prior to joining the firm, Attorney Kirouac served as a law clerk to the Justices of the Massachusetts Superior Court where he worked closely with several justices, assisting them in all phases of civil litigation including drafting decisions, legal memoranda, and jury instructions. He also has significant civil engineer experience supervising engineering and construction management activities on public construction projects.
