Attorney Stephen Marsters provides counsel to municipalities relative to public procurement and contract law, various real estate matters and general municipal law. Prior to joining the firm as an Associate, Mr. Marsters worked as Associate Counsel at the University of Massachusetts Building Authority (UMBA), and previously as Associate General Counsel at the Massachusetts School Building Authority (“MSBA”).

Mr. Marsters worked on a variety of public law issues at the UMBA, including negotiating and drafting purchase and sale agreements, licenses and easements on behalf of the various campuses. He also provided counsel on major capital projects including negotiating and drafting project management, design and contractor agreements and representing UMBA on bid protest matters before the Office of the Attorney General.
At the MSBA, Mr. Marsters participated in nearly every aspect of the Authority’s grant process, from review of procurements and contracts with project management and design professionals to drafting grant agreements between MSBA and municipalities. He also performed MSBA’s internal vendor procurement and contracting, assisted with MSBA bond financing, advised the MSBA Board of Directors with respect to open meeting law compliance and provided agency-wide staff trainings on the Massachusetts Public Records Law.
