Attorney Doukas represents and counsels publicly-owned utility systems, state agencies and authorities, and private clients.   Attorney Doukas provides general counsel services to municipally-owned electric utilities on a wide range of public power, regulatory, municipal and general business issues, and drafts legal opinions and policies and procedures.  She advises public power clients on the scope and regulation of services and operations, including developing “Terms and Conditions” for electric service and drafting and negotiating supplier and customer contracts for a wide range of service offerings.  She regularly provides procurement and permitting assistance to public utility clients, including developing strategies for distribution infrastructure and generating facility development, preparing major bid and contract documents, and drafting and negotiating license agreements.  In connection with these issues, she also advises on land and real estate, zoning, and siting matters.

Attorney Doukas advises clients on renewable and clean energy matters and net metering issues, drafting proposed legislation and comments, and developing strategies with respect to the regulation of such matters.  She also provides counsel regarding telecommunications and Internet service offerings on various federal and state issues.

Attorney Doukas’ experience also includes advising on various labor and employment matters and defending claims.  She represents clients in Massachusetts State Courts and before regulatory and administrative agencies, including the Massachusetts Department of Public Utilities, Massachusetts Energy Facilities Siting Board, the New Hampshire Public Utilities Commission, the Massachusetts Commission Against Discrimination, Contributory Retirement Appeals Board, and Civil Service Commission.

Attorney Doukas worked in the firm’s Energy, Litigation and Labor and Employment departments.  She represented clients before the Massachusetts Department of Public Utilities, Energy Facilities Siting Board, the New Hampshire Public Utilities Commission, and various administrative agencies.  Attorney Doukas drafted appellate court briefs, comments on regulatory and clean energy issues, and provided litigation and appellate court assistance on a variety of matters.
